Thank you for your interest in a role at the City of London Corporation. Court of Common Council – the City of London Corporation’s principle decision-making body – voted unanimously and made a monumental decision to deposit a Private Bill in Parliament to help pave the way for a relocation of both Billingsgate and Smithfield Markets to Dagenham Dock.

This historic decision unlocked over 800 years of Market history and paved the way to the future of our Markets, a Co-Location of our world-renowned Markets in East London. The Markets Co-Location Programme is one of the most complex schemes the Corporation has taken on in a generation and will deliver transformative investment into the Dagenham Dock area. We will be investing over three quarters of a billion pounds directly into Barking and Dagenham to create a modern, sustainable food ecosystem. Our wholesale markets will stimulate the economy to the tune of £16bn Gross Value Added and will help guarantee food security and resilience in the food supply for London and the South-East. Our current operations are huge, complex and exciting, and these now unite with the future of markets. There will be innovation, progression, and modernisation.

Relocating Smithfield Market offers the opportunity to reinvigorate an historic part of the Square Mile, preserving, and yet repurposing the listed buildings for the public to enjoy. The site will become home to the new London Museum, alongside a complementary cultural and commercial offer. The land at Canary Wharf that will be unlocked by relocating Billingsgate could provide thousands of new homes and other social infrastructure. With potential plans for the future of a New Spitalfields Market, a separate programme, still in development, we hope to provide London with the infrastructure to feed itself for the next 60 years, plus.

Purpose of Post

Following a strategic review of its three wholesale markets in 2017/18, the City has embarked on a major transformation and co-location strategy to ensure its Markets are fit for the 21st century and sustainable and to enable future expansion which is currently constrained at the existing locations. The City purchased a 42 acre site at Dagenham Dock in the London Borough of Barking and Dagenham for this purpose. In November 2022 the City submitted a Private Bill to Parliament to ask for Royal Assent to move the first two of its Markets. This is a major undertaking and programme for the City, involving numerous internal and external stakeholders, tenants and Parliament.

Whilst proposals mature for the new site the City still runs three of the largest and most significant wholesale markets in the country.

This role is responsible for leading on:

  1. Market Business performance and assurance programmes,
  2. Development of the City’s Markets’ Operations, and
  3. Development of the City’s Markets Transport Strategy across current and future sites.

These workstreams will require working with an extended team of City Officers and external consultants and stakeholders.

Main Duties & Responsibilities

  • Support the Director of Markets in the overall management of the Marets Division ensuring that the businesses perform effectively and in compliance with corporate policies and national legislation.
  • Lead the Division’s business planning and performance management ensuring that departmental business plans are aligned with the Corporate Plan. Developing and improving the City’s Market services through creation and monitoring of the Business Plan’s Key Performance Indicators.
  • Lead the development of a plan for mitigating the traffic impact of the consolidated Markets’ activity on the new location at Dagenham Dock, through the application of modern logistics techniques.
  • Manage, and commission research activities in support of the development of the Transport Strategy via the Market Multimodal Logistics Manager, as well as wide ranging research into operations, building design, and operations through interviews, workshops and specific research alongside the Assistant Director for Markets Development.
  • To act as operational and logistical delivery lead, working with a matrix team of inhouse professionals, external professionals and appointed consultants to deliver the agreed programme scope, objectives and desired outcomes for the City.
  • Support the Markets Director to articulate a clear strategic vision for the programme. Promoting and communicating the programme, its progress, and the benefits to internal and external stakeholders, supporting the SRO to secure strong support for its delivery.
  • Responsibility for ensuring the department’s risk management, business contingency, and health and safety procedures meet corporate requirements. Advising risk owners, and the Director, on appropriate mitigation measures and actions and reporting regularly to the Markets Board on significant issues. Ensuring that individual operational areas across the Division maintain an adequate register of risks, up to dte contingency plans, and health and safety documentation. Ensuring that risks and policies are regularly reviewed and that remedial actions identified by risk/action owners are adequately addressed and completed in a timely manner.
  • Work closely with colleagues across the Markets department to ensure effective working across operations, transformation, and future markets programme delivery teams.
  • Proactively manage stakeholder relationships during delivery, including change and decision making to effectively manage expectations, and maintain sustainable long-term relationships
  • Develop and present business cases, funding strategies and implications with the Chamberlain for internal approval, covering the social, economic and sustainability benefits of projects for the City, square mile and others in London.

The City purchased a 42 acre site at Dagenham Dock in the London Borough of Barking and Dagenham for this purpose. The City submitted a Private Bill to Parliament in November 2022 to obtain Royal Assent to move the 2 of the 3 markets with the third to follow.

            This is a major undertaking and programme moving all three markets for the City, involving numerous internal and external stakeholders, tenants and Parliament. The estimated costs to relocate are in the region of £850m. This is a pivotal role in helping the City manage the social impact of the markets. It will lead on stakeholder engagement, communications, food security, benefit realisation, climate action, sustainable urbanism, and responsible procurement for the Markets Division. The role reports directly to the Assistant Director – Markets Development, and will work closely with the Markets Director, and Chief Operating Officer, as Senior Responsible Officer (SRO), representatives from the City Surveyor, Remembrancer, City Solicitor, Chamberlain and elected members in support to the programme’s successful delivery.

             

            Main Duties & Responsibilities

            • Lead and manage the City’s Markets engagement, legacy and sustainability programmes in support of Markets Co-Location Programme (MCP).
            • Oversee the development and implementation of detailed plans for engagement, legacy and sustainability. To include business engagement, community engagement, schools programmes, training and skills development, commitments to sustainability, responsible procurement, and equalities, diversity and inclusion.
            • Act as the Division’s Communication and Marketing lead. To create, maintain and implement a comms plan, and develop the City Markets’ branding strategy locally, nationally, and internationally. To lead a scheme of website improvement, increased trade coverage, maximised industry influence, and expanded position within the Market Authority network.
            • Be an advocate for the MCP, providing support internally, and liaison externally. You will set expectations, whilst driving ambition and commitment to the MCP’s vision and social, economic and environmental goals.
            • Identify the full range of stakeholders, their relative influence on the programme, and how the programme best works with each stakeholder group and /or individuals to create understanding and commitment as appropriate.  
            • Create, maintain and implement a stakeholder plan which should be closely related to the MCP plan, minimising the risk to the reputation of the City Corporation and the passage of its Bill through Parliament.

            • To help the MCP focus on reducing waste and harmful impacts of the operation.
            • Lead a programme and evidence base of benefits realisation and evaluation/quantification. Lead a programme of analytic work and use the findings in a programme of communication and design delivery. Develop, oversee, and maintain a database and dashboards for benefits realisation, holding the programme to account for the delivery and reporting of these key outputs.
            • Responsible for supporting the MCP in identification and calculation of financial and non-financial benefits, and to lead on the baselining on key data / measurements early on in the project lifecycle. Establish KPI’s and set up effective ways of measuring outcomes and benefits; both during the project and post-completion. Work closely with operational staff to ensure the changes are embedded within the Division and the benefits are being realised.
            • To be the MCP’s single point of contact regarding the City’s Climate Action Strategy. To liaise with central colleagues, and advocate for design, improvement and innovation in the development of the new site and its operation. To develop, implement and lead the Division’s responsible procurement programme.
            • To create, develop, and lead the City’s development of a “food School” workplan between now and the opening of the new market in c.2027/8 to create a new offer in Dagenham associated with the City’s Markets. To develop a proof of concept for training tomorrow’s market traders, providing the skills required to develop our future butchers, fishmongers, and fruiterers, in order to strengthen the resilience of the City’s wholesale food markets. Early work includes delivering the outputs from a DEFRA successful 2023 bid.
            • Work with the Remembrancer’s office to ensure that the consultation required for the Parliamentary process is reflected in the stakeholder plan and that the consultation undertaken, and outcomes of consultation and communication, are effectively recorded for presentation to Parliament as the bill passes through the various Parliamentary stages. 
            • Manage a programme of food industry communications via the Market Industry Comms Lead.
            • Work with the City’s press office, and the Marketing and Communications Lead to create and approve MCP lines for the press e.g: presentations and meetings, social media, the intranet and the press.

                Purpose of Post

                A key role in the Department’s senior management team and one of a small team of Property Directors with overall collective responsibility for the direction, strategy, and control of the Department.

                The Major Disposals Director will be responsible for the disposal of the Smithfield and Billingsgate sites, as well as New Spitalfields should a decision be made to move this market, ensuring capital receipts are maximised to support the Markets Co-location Programme and deliver on other corporate priorities such as Destination City and new housing for London. The Major Disposals Director will represent City Surveyors in the establishment of a holistic vision and delivery plan for the wider Smithfield area of change.

                 

                Main Duties & Responsibilities

                • To be fully responsible for the strategic direction and disposal outcomes for the City of London’s existing wholesale food market sites, securing at least a capital receipt of £200m for Billingsgate and Smithfield and a further £100m+ for New Spitalfields should the Corporation decide to move this market.
                • To ensure that strategies and sufficient resources are in place to contribute to the City Surveyors’ key objectives of maximising the returns from the City’s Investment Property Portfolios, developing a Strategic Property Holding, and delivery of the carbon agenda.
                • To play a key strategic role in progressing major projects in particular the Markets Co-location Programme and managing the impacts from the major disposals on the London Wall West Development, the Museum of London relocation to West Smithfield, and the City’s housing target.
                • Between now the sale of the sites (towards the end of the decade), protect the value of the existing sites, including but not limited to:
                  • A programme of work with the host boroughs to monitor the planning environment and to respond to changing policies on the built environment.
                  • Deliver the Non-Binding Cooperation Arrangement (or any new value protection and disposal arrangements) with the London Borough of Tower Hamlets, and as joint owners of the Billingsgate site continue to align their objectives with the Corporation’s.
                  • Aligning the Corporation’s landowner masterplans with commercial movements such as post-covid and post-Brexit changes.
                  • Implement a programme of due diligence to de-risk the existing sites.
                  • Support the Parliamentary process with evidence on the histories of the existing sites and their potential futures, in particular for the Smithfield Grade II* listed East & West Market buildings and Grade II Rotunda.
                  • Where possible, deliver meanwhile activity on the existing sites to generate income, strengthen the case to Parliament, and provide interested parties with an indication of alternative uses.
                • To maximise value and alignment with Corporation objectives, to deliver the following ahead of disposals:
                  • Carry-out soft market testing with potential interested parties who may wish to fund, develop, or occupy the existing sites. Feed results into a strategy on the desired uses and disposal methodologies and agree with internal colleagues and Members.
                  • Work with potential partners like Homes England on grant and loan facilities.
                  • Carry-out regular residual land appraisals of the existing sites to monitor changes in macro-economic factors and to deliver the necessary receipts for the Markets Co-location Programme.
                  • Oversee the acquisition of planning permissions if this is required prior to disposal and ensure vacant possession of each site is achieved.
                • To implement the disposal of each existing site according to the disposal strategies and critical success factors agreed with Members, including but not limited to:
                  • Working with the procurement function and using consultants as required to design and deliver market briefings, communication packs, disposal documentation, review bidder’s responses, and select winning bidders.
                  • Provide oversight to the contracting process with successful bidders to satisfactorily conclude the disposals.
                  • Oversee the set-up of any ongoing monitoring of the disposal agreements by the Corporation according to the disposal strategy selected. If development agreements or corporate joint ventures are adopted, ensure structures deliver desired receipts and other non-financial Corporation objectives over the life of the developments.
                  • Work with stakeholder and communications colleagues to coordinate activity with key stakeholders in the immediate environs of the existing sites, as well as media activity, over the life of the disposals, in particular the multiple (Corporation) projects being delivered in the wider Smithfield area.
                  • Provide oversight regarding communication and publicity related to the successful disposal of the sites.

                Purpose of Post

                Following a strategic review of its three wholesale markets in 2017/18, the City has embarked on a major transformation and co-location strategy to ensure its Markets are fit for the 21st century and sustainable to enable future expansion which is currently constrained at the existing locations. The City purchased a 42 acre site at Dagenham Dock in the London Borough of Barking and Dagenham for this purpose. In November 2022 the City submitted a Private Bill to Parliament to ask for Royal Assent to move the first two of its Markets. This is a major undertaking and programme for the City, involving numerous internal and external stakeholders, tenants and Parliament.

                Whilst proposals mature for the new site the City still runs three of the largest and most significant wholesale markets in the country.

                This role is responsible for leading on:

                1. Market site business performance and safety across the three current Market locations.
                2. Oversight and management of front-line staff across all three Markets via three General Managers (Circa 87 staff overall).
                3. Development of the City’s Markets service to tenants.

                  These workstreams will require working with an extended team of City Officers and external consultants and stakeholders.

                   

                  Main Duties & Responsibilities

                  • Support the Director of Markets in the overall management of the Markets Division ensuring that the businesses perform effectively and in compliance with corporate policies and national legislation.

                    The City of London Corporation has embarked upon a series of complex, high profile major capital programmes that will result in the acquisition, development and management of significant new assets. A number of these programmes are interdependent both in terms of physical delivery but also in terms of the impact on financial and procurement activities in the Corporation.

                    The City Surveyor and Director of Major Programmes have identified the need for a programme management function (PMO) to provide a consistent high standard of programme and financial reporting, procurement practices and risk assurance in order to deliver the programmes coherently, on time and within budget as befits the vision, aims and ethos of the City of London Corporation.

                     

                    Purpose of Post

                    The postholder will be a part of a small team responsible for providing high quality PMO analyst functions across 4 Major Capital Programmes which are:

                    • Consolidation of the City of London’s Wholesale Markets

                    Main Duties & Responsibilities

                    • Produce high-quality documentation and analysis for all major projects covered by the post through programme dashboards, Gantt Charts, Risk Registers and other cross portfolio documentation that enables Senior Officers and Members to be fully informed in their decision-making.
